My NASA contact wrote in and said this: I read your stuffo about the design of the Alabama quarter. You may be interested to know that the Quarter Act forbids a head and shoulders portrait or bust of anyone, living or dead. You could, however, have MLK in a scene such as a freedom march, in the same way that North Carolina showed the Wright Brothers flying their plane.
